Job Description

USRA is an independent, nonprofit research corporation where the combined efforts of in-house talent and university-based expertise merge to advance space science and technology.

USRA is seeking a solution focused HR Business Partner. In this position you will partner with the senior leaders, technical staff, and scientists to develop and execute the HR strategies that foster organizational and people capability. You will roll up your sleeves and dive deep into practical application in areas such as recruitment, performance management, employee relations, compensation, and learning/development. This role demands a strong sense of partnership, urgency, impeccable communication skills, and exercise sound judgment.

The ideal candidate will be highly flexible and able to respond to a dynamic and busy environment, with projects spanning multiple functions, applications and stakeholders. The candidate we are in search of will have a powerful sense of ownership, be action-oriented and can consistently meet tight deadlines.

Duties and Responsibilities:

  • Advise program management on the following functional areas: benefits administration, employee relations, training, performance development, onboarding, policy interpretation, recruitment, affirmative action and employment law compliance
  • Assist employees with benefit administration by providing interpretation and guidance on the USRA benefit plans
  • Assist with HR Initiatives: annual open enrollment, performance review process, Diversity programs
  • Coordinate and manage the recruitment, screening and interviewing of applicants for program positions; provide guidance on selection and placement of employees in positions to achieve program objectives; ensure program compliance with EEO and other applicable requirements; process related paperwork
  • Advise and assist management and staff in the handling of employee relation issues, complaints and/or grievances and determination of appropriate disciplinary actions
  • Review requests for new positions and reclassifications, providing information on job duties and organizational structure according USRA guidelines and job grades. Conduct salary benchmarking positions against market conditions to ensure that USRA maintains a competitive pay scale.
  • Maintains compliance with Federal and California regulations concerning employment

Required Skills:


  • A bachelor’s degree in human resources or related field and no less than 8 years relevant experience in human resources.
  • PHR or SHRM-CP preferred.

Knowledge, Skills & Abilities:

  • Previous Government contracting experience preferred but not required.
  • Experience with NASA highly desired.
  • Proven ability to be proactive in completing tasks, exercise sound judgment, follows instructions, and maintains a high level of professional conduct and confidentiality.
  • Excellent organization skills with demonstrated ability to set priorities and manage, coordinate, and perform multiple, complex tasks simultaneously.
  • Highly computer literate with in-depth knowledge, experience, and skills of operations of Internet research, Microsoft Word, Excel, PowerPoint and other commonly used Windows office applications, Deltek experience is a plus
  • Proven ability to understand and interpret Federal and California state employment regulations


  • Superior communication and interpersonal skills and ability to interact effectively and positively with people. Must have the ability to show understanding, patience and tact when dealing with staff.
  • Ability to work extended hours and weekends as necessary

Working Conditions:

This job operates in a fast-paced, professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, etc. Extensive online usage. This is largely a sedentary role.
