Job Description

The HR Generalist has broad HR responsibilities. Working with the HR team, the Generalist will manage and/or assist with all aspects of Human Resources including but not limited to learning and development, benefits, recruitment, HR Information Systems, policies & procedures, performance management, orientation, and on/off-boarding.


Essential Duties/Responsibilities:

Learning & Development

  • Manage the Learning & Development (L&D) Program (review and approve employee requests for tuition, seminars, conferences, etc. based on parameters of the program)
  • Manage access to, and on demand content of, the Learning Management System
  • Monitor and track Learning & Development budget allocations
  • Provide monthly reports on types of trainings taken and budget actuals


  • Support the HRIS system (ADP Workforce Now) and Costpoint (HR modules)
  • Ensure accuracy and completeness of Personnel Action Notices received from HR Business Partners
  • Ensure accuracy of import data from ADP to Costpoint
  • Run standardized and special request reports from HR systems

Recruitment & Engagement

  • Manage the recruitment process for Headquarters staff
  • Manage on-boarding for employees at Headquarters
  • Conduct new hire orientation for Headquarters staff
  • Collect and report on exit interview trends


  • Support benefits enrollment process and annual open enrollment, wellness activities, leave management, and workers’ compensation
  • Assist employees with questions and information on all USRA benefits


  • Assist with performance evaluation process
  • Assist with creating / updating job descriptions
  • Ensure compliance with legal regulations (posters, I-9 forms, etc.) throughout USRA
  • Manage unemployment claims
  • Prepare various HR communications
  • Assist in publicizing and enforcing policies & procedures
  • Respond to regularly occurring requests for information
  • Support HR projects/initiatives
  • Cultivate and maintain positive and productive relationships with HR Team and USRA staff at all levels
  • Assist with promoting a friendly, respectful atmosphere and culture
  • Other job related duties as assigned

Required Qualifications:


  • Bachelor’s degree or equivalent experience


  • Minimum of five years Human Resources experience that includes minimum 3 year’s broad generalist experience
  • Experience with ADP Workforce Now a plus
  • Experience with LMS system a plus
  • Experience with FMLA and Workers’ Compensation a plus
  • Experience in the government contractor industry a plus


Licenses, Certifications:

  • PHR/SHRM-CP a plus


Knowledge, Skills & Abilities:

  • Must be able to multi-task in a fast-paced environment
  • Ability to be flexible and deal with constantly shifting priorities and deadlines
  • Must be detail-oriented, organized, analytical, problem-solver and have excellent follow-up skills
  • Excellent written, verbal, and interpersonal communication skills
  • Working knowledge of current state and federal laws
  • Excellent customer service skills
  • Ability to maintain highest level of confidentiality

  • Proactive team player



  • Intermediate to advance skills in MS word and excel a must
  • Knowledge of PowerPoint a plus

Working Conditions:

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, etc. Extensive online usage. This is largely a sedentary role.
