Job Description

To provide program business leadership, execution excellence, and strategic guidance for a portfolio including a large Government program and a set related grants (primary customer is NASA and the Program is SOFIA).  The Business Manager applies advanced operational finance skills to lead a program team in execution on a direct and dotted-line reporting basis.  The position participates closely with program directors, company directors, and has direct customer interface. 

Strategic new business function includes: delivering the financial aspect of business cases supporting new business and resource prioritization, ensuring Project Finance ownership of proposal business cases, and reaching across all responsible functions to gather inputs and provide sound program financial advice to leadership.

Position Summary:

A successful Business Manager shall assist the Government customer and the Program Directors in the financial planning, budgeting, and execution of program functions including, but not limited to, program financial budgeting/analysis, financial reporting, budget briefings, and preparing procurement and funding actions. The Business Manager will actively coordinate program actions across the disciplines of finance, contracts, HR, procurement, and accounting.  The Business Manager will have an interpersonal disposition aligned to high frequency interaction with customers and the Program Directors, and provide program control solutions based on current best practices of the Government and industry.

Essential Duties/Responsibilities:

Responsibilities include: financial forecasting, Government required financial reporting, entering financial information and updates to financial systems, coordination and development of acquisition activities and contract documents, and participation as a financial advisor to the Program Director. The Business Manager shall ensure funds programmed, committed, and obligated along with the withdrawal of unobligated funds are accurate and tracked to assigned functional areas and projects.    

On a routine basis, the Business Manager will utilize cost/schedule control techniques to track contract cost/schedule and associated variance and initiate, organize, and coordinate preparation and review of monthly, quarterly, and annual performance review material.  Examples of activities include:

Monitor and report program commitments, obligations, expenditures, contract performance, and program status execution to include program milestones, schedule and cost

  • Prepare, monitor, and update program requirements and spend plans
  • Prepare NASA 533 reports
  • Analyze contract expenses, identify financial issues, and implement corrective actions
  • Perform financial modeling including revenue, direct labor and other direct costs
  • Support new development initiatives through pricing, basis of estimate development and preparing funding documentation and procurement packages

Required Qualifications:

Education:

  • Bachelor’s Degree in Business Finance, Accounting or Mathematics from an accredited program

Experience:

  • Eight (8) or more years of related financial experience with a Government Contractor

Knowledge, Skills & Abilities:

Managing, negotiating and administering federal contracts, grants, and subcontracts for cost, T&M, and FFP type orders

  • Must understand CFR, FAR, DCAA, CAS, DOL regulations etc.
  • Experience in building and working with financial models
  • Excellent decision making ability, written and interpersonal communication skills
  • Accountability, appreciate teamwork and deadline-driven work schedule
  • Provide thought leadership and outside the box thinking on analysis and process improvements
  • Preferred experience with Deltek Costpoint
  • Must be proficient with Excel, Word, and PowerPoint
